    Choosing an H-Class vacuum for asbestos and hazardous dust

    An H-Class vacuum is the highest hazardous-dust classification under AS/NZS 60335.2.69, the Australian and New Zealand standard for industrial and commercial wet and dry vacuum cleaners. H-Class machines are designed to meet a maximum penetration of less than 0.005%, equivalent to a filtration efficiency of at least 99.995%. Unlike simply fitting a HEPA filter to a conventional vacuum, H-Class compliance applies to the complete filtration system and includes specific construction, containment, marking and testing requirements.

    For asbestos-related work, Australian guidance specifies HEPA-filtered H-Class industrial vacuum cleaners complying with AS/NZS 60335.2.69 or an equivalent standard. Household, L-Class and M-Class vacuum cleaners are not suitable substitutes for asbestos clean-up.

    The L and M limits are set on the filter material. H-Class goes further, because the assembled machine is tested too, which is the whole point of the classification.

    Two things worth being clear about

    HAZARDOUS DUST CONTROL

    H-Class covers everything below it. An H-Class vacuum safely handles L and M-Class dusts as well. The reverse is never true. An M-Class machine must not be used on asbestos.

    A HEPA filter alone does not make a vacuum H-Class. This is the most common and most expensive misunderstanding in the category. A domestic or trade vacuum with a HEPA filter fitted can still leak hazardous dust through its seams, seals and motor cooling path. H-Class construction requirements go well beyond the filter: sealed collection containers, filters that can only be removed with tools, and the filter held below atmospheric pressure. WorkSafe Queensland puts it bluntly. An L-class machine cannot be upgraded to M or H by adding a better filter.

    What the Code of Practice requires

    The Safe Work Australia model How to Safely Remove Asbestos Code of Practice states that asbestos vacuum cleaners should comply with the Class H requirements of AS/NZS 60335.2.69 or its equivalent, and that their filters should conform to AS 4260-1997 or its equivalent.

    The Code also says household vacuum cleaners must never be used where asbestos is or may be present, even if they have a HEPA filter. WorkSafe Queensland's guidance is consistent. Domestic-rated vacuums are not guaranteed to provide a suitable level of protection, and inspectors take enforcement action against substandard machines.

    The Code sets out how the machine should be used, too:

    • Asbestos vacuums should not be used on wet materials or surfaces
    • Brush attachments should not be used, because they cannot be reliably decontaminated
    • Larger pieces should be picked up by hand and placed in waste containers, never broken into smaller sizes for vacuuming
    • Equipment should be inspected before work starts, after any repairs, and at least once every seven days when in continual use, with a register of those inspections maintained

    A model Code of Practice is not legislation. In most jurisdictions it is admissible as evidence of what is reasonably practicable, and a duty holder may use an equivalent or better method. In practice, regulators and their inspectors work from it.

    Annual inspection and DOP testing

    AS/NZS 60335.2.69 requires manufacturers' instructions to specify a technical inspection at least annually, covering filter damage, air tightness of the appliance and correct function of the control mechanism. For Class H appliances, the standard says filtration efficiency should also be tested at least annually. Manufacturers of the major H-Class brands recommend the same interval.

    That efficiency test is the Dispersed Oil Particulate (DOP) test, which uses an oil aerosol to confirm the HEPA filter and the internal seals are still containing dust at 99.995%.

    Two practical points. First, DOP testing must not be carried out where there is evidence of damage, and if the damage is significant, the technician may determine the machine should no longer be used for hazardous dust at all. Damage typically comes from drops, knocks in transit, over-tightened ratchet straps, missing inlet or exhaust caps, or running the machine on heavy concrete grinding. Second, some H-Class vacuums with self-ventilating motors may be precluded from DOP testing altogether, because asbestos dust can contaminate areas outside the HEPA-protected zone.

    Silica and engineered stone

    Requirements for respirable crystalline silica vary by state and by the work being done. WorkSafe Queensland classifies RCS as a high-hazard (H-class) dust. Both M and H-Class machines are accepted for general construction dust containing RCS, while H-Class is required for stone benchtop work under Queensland's stone benchtop Code of Practice. Check your state regulator for the work you actually do.

    The regulatory picture has tightened. Since 1 July 2024, the manufacture, supply, processing and installation of engineered stone benchtops, panels and slabs has been prohibited nationally, with limited exceptions for removal, repair and disposal of legacy material. Since 1 September 2024, amendments to the model WHS Regulations have applied stronger controls to all materials containing at least 1% crystalline silica, though those changes take effect in each state only once that state adopts them.

    Many contractors working across both asbestos and silica simply buy H-Class, because one machine that covers everything is cheaper than managing two fleets and two service schedules.

    Choosing the right machine

    Compact and portable, 15 to 30L. Residential removal work, shadow vacuuming alongside a power tool, and jobs where the machine is carried up stairs or through a decon unit.

    Wheeled, 30 to 40L, single or twin motor. The default for general asbestos removal and remediation. Enough airflow for extended clean-down without constant bag changes.

    High-capacity and continuous-bag. Large strip-outs and industrial remediation, where stopping to change bags costs more than the machine. Continuous bagging lets you seal and remove waste without opening the machine.

    Compare: airflow (L/min) and water lift, which do different jobs; tank capacity; weight, if it is going up ladders; filter cleaning method; whether a current DOP certificate is supplied; and the real cost of consumables over a year.

    What is an H-Class vacuum?

    An H-Class vacuum is an industrial vacuum certified to the Class H requirements of AS/NZS 60335.2.69, tested to a filtration efficiency of 99.995%. Certification applies to the assembled machine, including filter, seals, housing and collection system, not just the filter element.

    What is better, an H-Class or M-Class vacuum?

    H-Class is the higher rating. An M-Class vacuum is tested to 99.9% and is intended for wood dust, plaster, concrete and general construction dust. An H-Class vacuum is tested to 99.995% and is the class accepted for asbestos, lead, mould and other carcinogenic dusts. An H-Class machine can safely be used on M and L-Class dusts, but an M-Class machine must never be used on asbestos.

    Can you vacuum asbestos dust?

    Yes, but only with an H-Class vacuum, and only for dust and small debris. Larger pieces should be picked up by hand and never broken up to make them easier to vacuum. The Safe Work Australia Code of Practice also advises against using asbestos vacuums on wet materials, and against brush attachments, because they cannot be reliably decontaminated.

    Can I buy H-Class vacuums from anyplace?

    Some general hardware retailers do stock H-Class certified machines. What separates a specialist supplier is what comes with the machine: confirmation that the specific model variant is H-Class rather than the L or M version of the same product line, a DOP certificate where one is required, and access to annual testing, filters and service. For licensed asbestos work the documentation matters as much as the machine, because an inspector will ask for a current test report and maintenance records, not a receipt.

    Is a HEPA vacuum the same as an H-Class vacuum?

    No. A HEPA filter is one component, while H-Class is a certification of the whole appliance. A vacuum can be fitted with a genuine HEPA filter and still leak hazardous dust through its seals, housing seams or motor cooling path. This is why an L-class machine cannot be upgraded to H-class by fitting a better filter. The class covers sealed containers, tool-only filter removal and the filter being held below atmospheric pressure.

    What class of vacuum do you need for asbestos?

    How do I safely empty an asbestos vacuum?

    Emptying should be done by a competent person in appropriate PPE, in a controlled environment. Decontaminate the vacuum and attachments before they leave the removal area, then wet-wipe the outside after each task. Remove the bag and filter following the manufacturer's instructions and dispose of both as asbestos waste. Store the hose and attachments in a labelled impervious bag and cap the vacuum's opening.

    What is shadow vacuuming?

    Shadow vacuuming is holding an H-Class vacuum nozzle at the point where dust is being generated, such as beside a drill bit or saw blade, so fibres are captured before they become airborne. It is used where a dust control hood cannot be attached to the tool. It is one reason hose handling and portability matter when choosing a machine.

    Do I need an H-Class vacuum for silica dust?

    It depends on the work and your state. WorkSafe Queensland classifies respirable crystalline silica as a high-hazard H-class dust, and H-Class is required for stone benchtop work under Queensland's stone benchtop Code of Practice. Both M and H-Class machines are accepted for general construction dust containing RCS. Many contractors choose H-Class regardless, so one machine covers asbestos and silica work.

    Which H-Class vacuum is best?

    There is no single best machine, because it depends on job size and portability. Compact 15 to 30L units suit residential removal and shadow vacuuming where the machine is carried between levels. Wheeled 30 to 40L units are the general-purpose choice for most licensed removal work. Continuous-bag machines suit large strip-outs where bag changes cost more time than the machine costs to run.

    What do Class A and Class B asbestos licences mean for equipment?

    A Class A licence permits removal of both friable and non-friable asbestos, while a Class B licence covers non-friable asbestos only. Friable work under a Class A licence brings additional equipment requirements, including negative pressure units and decontamination facilities alongside H-Class vacuums. Both classes need H-Class vacuums for clean-up.

    Do I need a new vacuum, or can my existing one be certified?

    If a machine was manufactured and marked as H-Class, it can be inspected and DOP tested to confirm it is still compliant. A vacuum that was never built to Class H cannot be upgraded by fitting a HEPA filter, because the classification covers the sealed appliance, not the filter.
